The desire to open an opioid treatment program was made to serve the inner-city population of Newark, as documentation showed that the drug epidemic had reached the Newark area, as in other urban areas, and treatment services were desperately needed. American Habitare and Counseling, Inc. (AHC) opened its doors on January 26, 1998 with only a few patients.
